Who Has an ECR Passport?
Candidates who have not completed 10th standard (Matriculation) or who did not submit their 10th passing certificate during passport issuance receive an ECR passport.
• Requires official eMigrate POE clearance before departing India for work to the 18 notified ECR countries.

Who Has Non-ECR Status?
Anyone who has passed 10th Standard or holds higher degrees, polytechnic diplomas, recognized ITI certificates, or has stayed abroad continuously for 3+ years.
• Can travel directly for work without obtaining prior POE suspension/clearance from eMigrate.
• Emigration clearance at airport immigration counters is straightforward.
Which Countries Require Emigration Clearance?
The Ministry of External Affairs mandates that ECR passport holders require official emigration clearance only when traveling for work to 18 specific countries, including all 6 GCC nations:
